There is a forge outside of the gate in Haven (I guess that is where you are?) and later in other places you own.

You can craft at keeps that the Inquisitor has taken over.
No crafting in the Hinterlands.
Crafting can be done at Haven and eventually Skyhold

Also some rare camps that are taken over will offer crafting facilities as well. Just need the materials for the blacksmiths to work their magic on your selections.
