So I went down the lightning tree for my mage and want to change to fire, is there any item like Maker's Sigh from DA2 that can clear all your choices so you can pick again?

You can buy respec amulets, first one costs 1 gold, after that 300+ each. In haven they are on a wall to the right of the armor/weapon foundry.

As above only add look for a banner that looks like the flag you set down at landmarks when you're in his shop/the undercroft.
