I managed to have some of the missing NPCs reappear, but the rest are still lost. For example, the leader of the Dalish camp has been MIA after I met him, preventing me from finishing the quests. Same for the elven widow in the Hinterlands - the quest mark simply points to a nearby random location and naturally, she is not there.

Reloading/fast travelling/waiting does not work. Any other workarounds?

Yeah, I have the Disappearing Keeper problem, which means I can't deliver a certain thing to him/her? I've never even seen them XD they've been missing this game since the beginning and I've basically decided "oh well oops try again next playthrough."
