Superb Cooldown Amulet and Guard on hit upgrade?

I got the superb cooldown amulet in my last playthrough and I definitely need to get it again. I just don't remember where, when, and how I got it, so any feedback will be helpful.

 

And I've heard about a fade-touched upgrade material that can be applied to masterworks that gives you guard after each hit you apply to the enemy. This would be extremely useful and definitely need this too; if anyone knows what material it is and/or where,how, and when I could get it, I'd appreciate it.

 

Lastly, is the Deft Hands, Fine Tools Inquisitor perk is worth it?

Mining Obsidian is a good way to get a Tier (2?) Fade Touched Obsidian. Each material has atleast a chance for two effects.

The superb cooldown amulet is in the emerald graves in the haunted chateau in the middle east of the map.

The perk is worth it, but I just wait until I have enough agents to get it. I only manually choose the +XP on Codex before that.

I would say that the Deft Hands, Fine Tools perk is worth it. In fact, I make it my first priority on a new game. The interesting thing is that I only have to spend 2 Inquisition perks to get it. The Hinterlands has a number of agents you can recruit; of these, two are guaranteed to be Secrets agents (Witty Ritts and Tanner), and a third can be either a Secrets agent or a Connections agent (Anais). This means that I can get the Deft Hands, Fine Tools perk very quickly, opening up locked doors for the rest of the game. It turns out that they can have some pretty nice loot. For example, a house in Redcliffe has a chest that has a chest with 10 Obsidian and 1 Fade-Touched Obsidian. That's a Tier 2 Material and a Masterwork item; very solid.

Ah, I've got Ritts already but lost the chance to recruit Anais into Secrets as I didn't know about this and just got her to help refugees. So where's Tanner and are there other agents I can acquire into Secrets apart from the Hinterlands? I'm at 4 Inquisition Perks needed to unlock Deft Hands, Fine Tools by the way

This material is one of the ones that gives guard on hit, +3 to be exact. So get the perk, get the mats, win :)

it will keep saying you need 4 to unlock it, until it is unlocked.  Just look at how many perks in the list you have checked off to see how many more you need.  The agents you have for that section will be at the bottom of the list, checked off just like the perks.
