Go to the lion-thingymajiggle area. (cold area. Cost 40 power to access)
Stealth around until you see a chest. (Enemies are between 16 and 20). Loot everything but 1 thing. Quick save/Quick load. Check it. Repeat untill tier 3 schematics.
Stealth around the mountains for Silverite.
Otherwise... just play the game until it drops

Just play the game, getting tier 3 earlier will trivialise everything and make it boring.
