It's because when you fire 12 arrows at them, they activate Jedi mode.
I wish we could activate Jedi mode when a horror shoots 5+ auto-homing spikes from his back.
oh man, the main reason why i hate to use my reaver, is ridiculous how they can block everything and counter like anything. Lame design!

For the same reason that you can reasonably shoot 12 arrows in a shotgun spread from one bowstring while doing a flying backflip. Game logic.
I have noticed this as well. Leaping Shot can be blocked for some unknown reason. Bug or intended, Bioware?
Maybe it was some secret red lyrium technique that those red templars were using.

yep, it is kinda silly (but as pointed out so is a shotgun bow). knowing this I do my best to not aggro before using Leaping Shot. at the least the upgrade provides a knock down on next hit.
I could understand the Venatori units with shields (gladiators, I think they're called?) doing this. Because...they have a shield.
But when those Venatori/ Red Templar mooks do it when only holding a longsword... it really does make me wonder. And jealous. Because if that's how good their cannon-fodder troops are trained, it makes me wonder what their awesome, special-ops type teams are.
If anyone is famiiar with "Madness" flash animation, this is what comes to my mind when I see warriors blocking Leaping Shot. The protagonist of those animation was blocking assault rifle fire with a sword if I remember correctly.

Maybe when they just shoot one shot they aim carefully for a the warrior's blindspot, but when they shoot 12 they just spray and pray?

The venatori swordsmen actually have a very small metal buckler on their left forearm. It must have magnets to attract or repel all your shots, but it is the best shield ever for blocking all your arrows.

It's a game-breaking feature. So I'd say intended.
Stopping one arrow is impossible. Blocking Mind Blast with a sword is totes easy.
But don't let me stop the "we can do it, so they should be able to!" people from explaining to all of you why RNG cooldown/mana/stamina/damage/detonator consumption by the most common enemy in 67% of the game is a great mechanic.

I know, right? Everyone makes games where your character has all these awesome powers that make you feel badass and look incredible.
And then... most of the time your powers do nothing because of enemy immunities / you're stunlocked / shoddy targeting makes your powers miss / whatever reason the game came up with to deny you the pleasure of using the powers deliberately put into the game!
That's crazy to me.
