Do any non-npc mages use the floaty book animation?

Ive not seen a playable character in either SP or MP use this animation...only enemies...is it available to us? If so what spells use it

No, Bioware has the annoying habit of making NPC exclusive moves/animations.  

 

When I picked flank attack for my rogue, I thought it would work just like (The more lore friendly imo), the quick sidestep and attack the NPC rogues had.  (Hinterland smugglers I think?)  Imagine my disappointment when I get a flashy ass teleportation backstab because AWESOMESAUCE!@!@1.

I've no idea why they would give the enemies more animation time than the actual playable character. For example the Rouge. It has the most boring and plain R2 attack in the game. It's just stab, stab, stab.... STAB. It has no flare, no oomph to it.

 

I personally think the Mage has the most flare when it comes to animations, both the NPC and playable ones. The staff animations have weight to them and the final attack where you impale your staff into the ground is very satisfying. I find that in games where you are going to spend insane amounts of hours in combat it's always best to mix up attack animations, but most developers over look this small and simple feature.

It's just stab, stab, stab.... STAB. It has no flare, no oomph to it.

 

All attacks have chains and normal daggers too. It is three stabs and slash. Then there are AOE daggers that do three slashes (circular motions) and in the end a jump and stab with both daggers.

So no, it is not just "stab, stab and stab".

To be fair, that animation appears to be linked to spellbinders, which as far as I could tell is like a have-a-go hedge wizard... Which the inquisitor definitely is not.

So no, it is not just "stab, stab and stab".

I saw the the two-handed dagger attacks just the other day. Those do look much better than the standard dagger attacks. My critique was specifically aimed at the starting daggers you get, which have very vanilla auto attack animations. I know they're chainable, but when compared to the NPC Rouge auto-attacks it's a night and day difference.
