Cassandra leliana or vivenne who is the best choice

It depends on your politics. Vivienne's the most conservative, Leliana the least. None of them **** up too bad, I guess. A hardened Leliana will end up killing a lot of people. But these people would have disagreed with your player character if Leliana ended up space-pope, so next game they'd probably just become mindless zombies like the mages/Templars you didn't help did this game. So she's just doing you a favor, really.

Unrelated note, the fact that all three ended up taking the name Victoria leads me to believe that Sebastian was serious when he told Merrill that Divines pick their names out of a hat.

You can't romance Vivienne. Cassandra wonders whether or not a relationship with the Inquisitor will work, but just romancing her does not ensure that she will/won't become the Divine. You didn't ask, but the writers have confirmed that Leliana, radical that she is, can eventually openly have a relationship with the Warden.

That's normal, I guess. She's the last person to have a conversation with the Inquisitor about this, even though she and Cassandra are mentioned as mentioned as candidates first.

For Leliana I thought it was more or less concrete. For Cassandra, she straight-up tells you that the romance will end if she becomes Divine, though since Leliana doesn't seem to care to call it quits with the Warden, Cassandra could theoretically just handwave the "no romance for the Divine" rule out of the books if she felt like it.

I'm not sure. She might keep the relationship a secret. On the other hand, I'm not sure how radical married religious leaders are in Andrastianism. How big of a change would this be? I think it'd be less of one than racial equality or abolishing the circles. I know Andrastianism is different from Catholicism/Christianity, (for one thing, there seems to be much less scriptural basis for clerical celibacy in Andrastianism) but some Eastern Catholic sects allow married priests. So it's hardly unthinkable in Andrastianism's earthly analogue. Are there any Andrastian sects in Thedas that don't have have celibate religious leaders? I think Tevinter Fathers are also celibate, but actually I have no idea.

I conscripted the mages and made Vivienne Divine. Watching the epilogue slide where they try to declare their independent college of enchanters and subsequently get crushed was hilarious. You go Viv!

Oh for the... She doesnt straight out tell you that the relationship is over. Infact all her dialogue stays the same.

How is it determined who'll end up being Divine? In my playthrough Cass and Leliana were going on about it, and I was supporting Cass but in the end Vivienne ended up becoming Divine. I'm not entirely sure how that happened.

While people have called Vivienne the most conservative, it's important to note that all of them reform a little.

Leliana: Leliana's is the most radical, by a long shot. She lets elves, Qunari, dwarves all become priests, rededicates the Chantry to charity, and ends the Circle of Magi. So, there's a definite appeal if you're pro-mage, and I doubt many here'll object to opening the priesthood. However, you may think her too radical, forcing change. To maintain unity, she'll either have to make "blood run through the halls of the Grand Cathedral", or charm them but the unity comes with a cryptic "for now".

Cassandra: Cassandra creates a new Circle of Magi and Templar Order. The Seekers of Truth are reestablished, rededicated to protecting the innocent. However, she also creates reforms, but not to the extent of Leliana. Small parts of the Chantry object, but they can be dealt with (they also might not, I was told negotiations are breaking down in my Epilogue). Still, no priest slaughter.

Vivienne: Vivienne reforms the Templars and the Circles, and grants mages more freedom and responsibility then ever before. The templars are firmly leashed to her, however, and all the true power over both mages and templars lies with her. Her sheer presence as Divine, of course, leads to outrage. But despite this, the Chantry remains united.

In my opinion, if you're really against the Circles, then Leliana's the best. Otherwise, toss-up between Cassandra and Vivienne.
