The resemblance you're seeing is more a product of Dorian being modeled after film characters of a certain era, around the 1930s. That's why he gets so many comments that he resembles Errol Flynn. I see the similarities you're picking out of the photo, but mostly because of the style than the details. Even his mannerisms and speech support this resemblance.

Bioware have a knack of nicking others looks, from ME3 tali pic to DA 2 Isabella, Varric and Hawke looking like older versions of Disney's Jake and the never land pirates

Not really, no. Unless it's an outdated and overused Solas joke that has had no relevance since August. Even then, I never saw the comparison.

It was a stupid joke then, and it's a stupid joke now.
It's the first time I saw it. Not everyone here takes the time to visit character threads and I'd wager half of us haven't even been to them let alone the thread of Solas to know about the joke.
So I laughed when I saw the image because it does bare a striking resemblance to baldy.
