So he just stands there... am I not supposed to kill him? I would really not like to go through this fight again as it really burned through all the potions. Also it says I'm in combat, so I can't save.

I had the same problem. i thouht reloading the area might have worked, and it did.
I teleported back to the keep, rode the horse all the way back there, and had to take the fight all over again, but this time, the bloody thing dropped dead, and the loot showed up as well.

Heh. Nice to see this is a bug that hasn't been fixed. Or, rather, it's not so nice to see it, but at least I know I'm not the only one experiencing it (last playthrough, the dragon died as it should, but this time... no such luck). Guess I have to reload from a previous save, since it's apparently unaddressed and unfixed (because who cares if the game actually works and stuff, just reload! You wanted to do all that stuff over again right?).
EDIT: Thankfully, the autosave was right before the dragon battle, so I didn't lose much other than some gathered embrium and obsidian. And the second time, the dragon died as it was supposed to. Still, kind of annoying to have to do it all again...
