I can't quite figure out what element I want on my staff.

Is there a general consensus on what's best? Does anyone know of a spreadsheet where it shows enemy resistances?

Well you can only put one element on a staff SOOOO..... Spirit is best choice because it is your only choice.

I think he is talking about base damage which can be fire/ice/thunder no? But anyway you cannot chose this too. Pick the one which has the best dps!

That is true also if he is asking which element is the best to use and he has a multitude of good staves all of different elements then the answer would be... It depends, different monsters have different resistances and since you can't choose ( unless you want to keep resetting the instance until you get the one you like) then your best choice (my opinion) for overall getting the least amount of resists would be lightning. But yeah best DPS is best IL staff you have regardless of the element in any situation I can think of.

I would say lightning since the shock status decreases an enemies magical resistance.  Regardless of an enemies resistances, shock is going to improve the damage you do, on a general scale, more than fire or ice would.  You shouldn't worry about the element on a staff as much as the status effect that element will induce.  For a mage, shocked is the way to go imo, so lightning it is.

Fire can be useful on a necromancer with the viral passive. If you get a lucky ignite, the enemy will often run through the crowd igniting everyone. Then you have three DoT's going on them at once, and they just melt. Every time this happens on threatening the room just wipes.

I agree with the burning effect, though the game seems very, dare I say, buggy when it comes to virulence actually working or not.  It honestly seems kinda random at this point so its not something I tend to really rely on.  Pretty neat though when it does come through, especially after I use my winters grasp and just see the entire room FREEZE, not chill, freeze.  Always puts a smile on my face.

If you have one of each with equal dps I would say it depends on your ability layout. If you primary use fire spells I would go with ice to do more to those that resist fire. Vice versa if using cold go with fire. If using a mix or if using energy barrage often then use lightning to maintain a balance.

Everything is a trade off, that's BioWare's multi-player coop philosophy, that's why key passives are hidden behind active slots in the tree, and why the tree branches the way it does.

You may find more success in Perilous doing all one type of damage, so you can be the guy to really drive home a kill on one category of enemy. For example all fire for despair, or all ice for rage.

Lightning is the best for any classic damage build, ice for any support build- or any build short on defense or mitigation. The chill seems to proc more readily than burning, and from what I can tell the auto attack shock doesn't proc a mini-stun at all.

Fire is the oddball. It does a DoT, but not very often. Any group strategy or build that does a slow burn on them complements fire. For example an arcane mage doing the black hole thing or keeper using stasis lock bubbles.

If you're a PURE support build, and all you have is an auto attack for damage, fire is the way to go since it'll back that up where lightning wouldn't.

He is correct.  Highest raw dps (only by a tad) is the Forgotten something ilvl 21 or so unique staff which is fire.  However, Fury and Staff of the void are just flat out better because of their procs.
