You select enemy from the list then below 50 percent health. On the next page you then select Ability - Shield Bash. That basically means when the enemy is on 50 percent health your character will perform a shield bash. You've even had it selected in the screenshots.
How can it be so confusing?

If you think that those pages are a "waste of programming space" then why are you even paying attention to them? Ignore them. No one is forcing you to use that option.

Again another completely useless screen.
basically summarising, these screens become MUCH more useful as the game progresses and fights get more dificult to manage, i didnt need to use it at first but have started using it a lot more now, it really does help the gameplay, a little less pausing makes it a lot more fluid
i hope that explanation helps, and stops all the flaming (which is as bad as trolling)

but yet even just looking at that screen i think its fair to say that a new born would be able to make sense of it. I have not even played the game yet and just by looking at those pics i know how to use that. In summary, i think you are wanting people to play up to your apparant dumbness in a weird troll like fashion.

Hmm, that's an odd problem. You have two columns in the tactics menu right? one you can select to the left, and one to the right. The options you have when you click on the right column should have things like attack, defend, use skills, use talents, use strongest healing poultice, use least strongest healing poultice, use strongest lyrium potion, use least lyrium potion and other such things.
If you don't have any of these other options in that column, then I am not sure what it wrong..
I'll check the topic later if it hasn't become locked and see what other way i can help you out. I'm going to go play and will look at the tactics menu. (no promises I will remember every option) and see what else I can try to explain, or explain better.

That would be a good idea - maybe a couple of people could make a social group ('DAO Tutorials'/'DAO In Depth'/etc) and have a bunch of people collaborate on it.
