I believe he's supposed to be by the water where the rift was as I fought one in the desolate lands (is that what it's called?) and in the ruins but this one doesn't appear. I've been there several times. Traveled around the area and am really frustrated now but pretty much stuck with this. I think there's a bug. I've solved the issue with the dead. I've fought the dragon. I've done everything but little side quests here and have been back to the region after leaving it about four times. Am I missing something?
