How much of the map have your revealed? There are two campsites for that location. One is southeast of it and the other is north of it - this is if you are referring to the location I think you are. Have you established all the campsites?

I have. Those are the last things to clear on that map, and the locations are completely walled off.

have you gotten into the cave? When I did it, the first time I was at the cave it was a door but I couldn't access it even with a rogue. The second time was as part of the quest and there were soldiers I think because I think it might have come up as a mission on the table. I only did it once so I'm a bit foggy on it. Can you tell me if it's that cave where there looks to be a door but you cannot open it? If that is the case, for some reason I'm thinking I might have had to do a mission on the war table but I cannot remember for certain. I think there were soldiers or the mercs that you recruit IF you recruit them are there.
Which locations are walled off. I'm not sure if you mean that map's hellish design with all the mountains or something else like the cave not being able to get into it.

You don't need those veins to finish the quest. There are more veins in other areas on the world map, making those on the storm coast redundant. However, you can access them after you get the "Clear out Red Templar Lair" quest on the war table (which I think happens after you clear Hissing Waste).

Like many places in this game, which are blocked at first, and then unblocked later with plot progressing.
