I received it from the elf quest line at the war room table. What is it?

I think you have to be an elf to get this operation and thus, the mount.

Google it, it is unlocked after the Wycome/Clan Lavellan mission line IF you do it right and, you do have to be an elf obviously.

You can only get it as an elf Inquisitor, I believe, as that is what opens up the Lavellan Clan questline in the War Table. If you perform it (there are, I believe, 4-5 "steps" in the overall plot of that War Table quest) and the clan survives, they give it to you as a gift.

 

Then, go to the stables, go to the Harts, and Royal Sixteen is there.
