Given the relative similarities between them I'd have to say DA:I's implementation is better just because the game was built to allow for it.
TWF was always a great addition to DA:O but the interfacing and material collection/inscription/enchantment creation was always a little top heavy and clunky due to the system, while technically brilliant, being stapled on to a system that didn't fully support it.
So from a technical perspective DA:I crafting is better just because it works more seamlessly with the game world and game systems as a designed foundational pillar of how the game functions.
TWF though was a fantastic achievement for DA:O in its own right because it gave deeper options for weapon and equipment customization and implemented a relatively fair way of introducing those items into the DA:O world space that wasn't game breaking.
Overall, I wouldn't play DA:O without TWF, and DA:I is better off from having adapted an in engine crafting system that works in a similar fashion....so they're both good...just one is slightly slicker than the other for the obvious reasons of having been built as part of the game experience.

While I do agree, I believe also that crafting system in DA:I could be much more complex with much more items in it, like not just different hands and boots but also chests and spaulders, also I missing a bit of helm variations and it would be nice to have color dyes aswell, because sometimes those sets could look much better with chance to fully randomize them and not just being bound to certain material and thus color. Not to mention that some classes missing real progression thru gearing up, for instance mage has whole time this coat or some sort of battle armour, but the classic robes has vanished for some reason, as for rogues I am missing normal hats, not some hilarious ones, but I would be just fine with some proper hoodies.
Whole time it´s like that they tried for something and yet they returned to Mass Effect pattern.
