Just wondering if I should pop that on the Armor of the Dragon I'm debating making for my Mage.
Guard on Hit overkill for a Mage?

if your mage is for some reason always getting injured, by all means, any extra layer of defence.
I would recommend Fade touched Silverite for the 100% chain lightning on a staff and Fade touched lurker skin on the armor for a chance to cast veilstrike.. or even the staff with chain lighting and the armor with immolate.. guard if they are constantly getting hit.

fade touched silveritie's chain lightning is bugged as it does no damage.

I put it on my mage, it was awesome. That + Barrier will make you near unstoppable.

If your a KE, don't bother, it's a waste, but if you prone to take aggro from the tank, then sure why not. Survivability

Is there a +barrier mastercraft? I haven't seen one yet.
Or did you mean +guard?
