I'm trying to finish Cassandra's quest "Unfinished Business"

When I go to the area on the map where Jepler should be, I find an empty camp.  Over to the left are some dead bodies.  Nothing is searchable and no one makes any comment.  I have the banter bug though so I rarely hear anyone comment on anything.

 

Anyone else have this problem?  Or know how to fix it?

 

I've hung around here hoping he would show back up.  I've finished all of the Emerald Graves side quests and killed the dragon.  Still no one in the camp.

Leave Emerald Graves do something else come back and he should be there make sure Cassandra is in your party.

I have the same problem with Leo of Lucien Bay in the Western Approach. Will this solution work with it too?

I had the same problem, though I killed a Rebel Spellbinder and a second person there. Cassandra made the comment that Jepler was there but the quest was not marked as finished after killing them. Returning to Skyhold worked for me.
