But are we sure that being able to promote him while the Templars had been disbanded wasn't the original bug to begin with, and they later fixed it to work as intended? berelinde is right - when you disband the Templars, you tell them to abandon the Order and fight for you as soldiers and agents. What do you want a Templar Knight-Commander for if you just disbanded the entire Templar Order?

 

Given that the promotion scene is different depending on which choice you made, and that the Keep (which, to my knowledge, was updated to include DAI after the bug started happening) doesn't lock you out of that option if the Templars are "leashed", then I think we can be 100% certain that the "intended" form was to have it possible to promote him, and 99% certain that the Devs didn't change their mind months after releasing the game.

You're right, I forgot that the scene was slightly different. There we go, then.

 

Still, it does make more sense, lore-wise. Feels like something that should've been implemented from the start, to make the different choices you make have more repercussion than just a little line here or there, or a different epilogue slide.

With allied templars, it's not "here's your Knight-Commander" but "will you accept him as your Knight-Commander?" -- though either way, I think it would have been better if the suggestion for promotion came from their ranks and was passed on to us and supported by Cullen.

In the second blockade. He says the templars will avenge all of their brother's and sister who have died at Therinfal and he can solo every Behemoth, he is badass like that.

I think the scene where you ally with the Templars has you giving him your endorsement rather than just promoting him.
