Also whats up with his tiny head? Can someone fix that? It really bothers me.
Last, Is it just me or were people expecting a more taciturn Qunari like Sten in DA1 or the Arishok in DA2 ? Bull is just too human....

Get to know him better...
Tal-Vashoth are not Qunari because they don't follow the Qun. He hates Tal-Vashoth, but he can end up becoming one if you make certain choices.

I made a female Qunari to romance him and one of the first things he said was "you are not Qunari"

Because you're not Qunari in the cultural sense, he discusses this if you select the right dialogue. To anyone in the Qun they will not consider you Qunari while an outsider who doesn't understand will see anyone with horns as a Qunari. (Think jewish religion vs. jewish race)
Tiny head makes sense, if you look at anyone with abnormally large muscular body their head doesn't get bigger as their muscles do so their head looks tiny.
No I wasn't and I'm glad we got a character who isn't a typical Qun loyalist. It shows not all Qunari are like Sten or the Arishok (both which are leaders/come leader of their branch) and are likely extreme followers.

His head is not proportionate to his body.
Its not suppose to be. Bull's body type mimics that of a typical bodybuilder and the head never grows bigger in response to their muscle growth.
