I can see the guy from a distance, when i get close he just vanishes. This is in the Exalted Plains near the Dailish camp. It also bugged out and showed the marker on a cliff no where near the actual giver (A fast travel fixed this). But i cant get the quest due to him vanishing within 100m distance to him.

 

Any fix for this?

Fast travel away and back to the camp.  Fixed it for me.  

 

Can also go back to Skyhold and fast travel back to the camp.  But just travelling to another camp within the Exalted plains should be enough to get him back in the camp.
