There's this woman in Emprise Du Lion, in a house, she's standing in front of a small box that says 'examine' but you can't examine it, continiously saying 'It's gone, i dropped it, etc.'

 

Is this bugged or do I have to go do something first?

I was wondering this same thing.. i chalked it up to a bug because even after doing everything in the zone it never did anything.

This happened to me also, in a few places actually in the game, but this was the first and most infuriating.  

 

Eventually I went back, moused over highlight and hit "F" on keyboard (PC, sorry) and it opened!  lol  No idea why. I thought I found the secret but it didn't work again next time i had a situation like that (in a mansion somewhere, on some book...) but I hope those are the easiest bugs to fix.  Wish I knew how to properly report them when they happened.

It didn't give you the quest to find Mamma's ring?  It did me when I heard her talk about how she lost it and dropped it

the bug is that we cannot start the quest.. we cannot click on the box or the woman there is simply no action to do so.

Use the interact button. It's F by default, works with anything "unclickable".

Only in Emperess zone and not in any other place I had several NPC's seem to not be properly interactable to talk to even though you could click on them.  To fix this I saved my game by them logged out and logged back in and then I could talk to them properly.
