I can only get my focus to fill 1 out of the 3 focus bars (that I use for Mark of the Rift). How do I get the remaining focus bars to fill up?

Have you gotten the two perks from Cullen?  If not you can only fill up one meter.

In order to fill the other two, you need to purchase Inquisition perks at the War Table (The perks in question are in Cullen's section, Forces)

 

Be warned, however, that having all three full does not mean three uses, but rather a single, much more powerful use, as I've observed.

Cardinalally and Serza, thank you!!! I hadn't realized that was one of the perks. Been wondering about this for a few play-throughs, now I can pursue this.
