Post game confusion (definite spoilers)

In my post game it was announced that Vivienne is divine something I definitely did not choose nor even aware her name was touted. As far as i am aware I lent my voice to Leliana, the grey decision wheel came up and everything. I feel that Vivienne screwed up my post game world that I worked hard for, is this a bug or is it like Leliana turned it down and maneuvered Vivienne into place.

Oh BTW this is my first play through so if you would be so kind and keep the spoilers about the other divine candidates to a minimum please

If your in-game decisions contradict what Leliana wants to do as Divine, your support won't be enough in the end.

Wow I wasn't aware choosing divine was so complex in general what decisions matter in the choice, I mean Leliana wanted mage freedom but I conscripted them something like that as a contradiction?

You're forcing them to join your Order and fight for you, so yeah, it's contradictory. It was also smart, but hey, you obviously don't want a smart Divine.

Each divine has their own policy. Lelianna's policy after speaking with her is about giving everyone equal treatment and freedom, but if you conscript them then it's something more akin to what Vivienne would want which is restoring the circle and order, thus keeping mages in check (Conscripting them). Yeah, the game told you that the decision wouldn't be up to you but what you do throughout the game will influence the outcome like how you speak to the chantry, who you side with, so it's not about choosing one and that person will become the divine. Vivienne is the dark horse since Cassandra and Lelianna have the highest chance of becoming the divine. I guess your decisions just happen to match with her policies.

Well I didnt know that besides the conversation with Leliana about her becoming divine and me lending my voice there were other factors and all my discussions with vivienne she never said she wanted the throne if I had known vivienne could become divine and more than one thing could affect the person who gets it i would have done things differently, usually when that gray wheel comes up things are pretty final

If you have high enough affection with Vivienne, she will express interest in becoming the divine. I'm guessing you're not too close to her?

She often says it sarcastically a lot, and people she hates can still do her personal quest as many people here reported. I do know that if she's comfortable enough with you, she will said that she wants Cassandra to be the divine, but you can talk about Vivienne as a divine, and she will express interest into becoming one. Thus, there will be a quest to rally support for Vivienne as the divine. I think your relationship with her is just not high enough.

Picking the divine is an operation mission on the war table. When talking with them, agreeing that they can be the Divine only unlocks the operation. Maybe you missed the operation in the war table since they discuss it pretty late in the game.

 

I wanted Leliana, but for some reason I couldn't find her operation. I found Cassandra and Vivienne's, which were both near Val Royeaux. If anyone can point out where Leliana's could be of if siding with her needs a certain criteria, that'd be appreciated.
