Does anyone know if it is possible to get the same armor Scout Harding wears?  If so, do you know the name of it?

That's the inquisition scout armor. You can buy it in the shop in Haven (and Skyhold) but it's a really low level armor.

 

There is suppposed to be a schematic but only at random. Never found one for myself.
