Level 14, got like 4 points saved, please tell me there's a quicker way to get the last 2 I need?

If you completed Champions of the Just, the Hinterlands will be peppered with Venatori spellbinders, any of whom has a (small) chance of dropping a Venatori tome. You can also get them from Venatori spellbinders in the Forbidden Oasis, the Western Approach, and the Hissing Wastes.

 

I found all that out one game where 2 out of 3 Exalted Plains Rifters completely failed to spawn.

If they're spawning for you, you can get them really quickly. Only one's locked behind the area that has to be opened, the other ones can be gotten by sprinting south to the Dalish camp, then heading out into the southern plains until you run into them. Warp back to main camp, run past the ramparts and up the coast section until you see another camp. They're north of that.

 

Last group is the tricky one, they're behind the area that has to be unlocked via the war table, but you can warp right there once you've unlocked it, and it takes no time.

 

Spellbinder drops are random, but awesome if you've got an issue with spawns. Short List is definitely my preferred method if spawns fail, but it requires clearing out a relatively difficult area, and having a relatively high level perk.
