OK, to sum up, since a lot of people still don't seem to be entirely clear on this:
- The game no longer uses the graphic settings you've set in the in-game options
- The patch removed no files, so the high quality meshes and textures are still there, they're just not being used
- Yes, having all settings on low will make the game, and the effects, look rather ugly
- Changing the in-game graphic settings still changes the ProfileOptions_profile file in your save folder
- The save games in your save folder is still being found, and can be loaded, by the patched game
- The above two bullet points mean that the game still knows where to look for save games and graphics settings
So, seeing as the game knows where to find the configuration settings (and save games), it's not a general pathing error. I suspect it either can't find the high quality meshes and textures, they don't load correctly, or the game no longer knows how to interpret the settings in the ProfileOptions_profile file. Either way, the most likely scenario is that we'll need an updated DragonAgeInquisition.exe-file. That could take a while to compile and release.
The other, more attractive (but unfortunately more unlikely) scenario is that there's a spelling error in a config file somewhere that makes the game not find the ProfileOptions_profile-file - I find this unlikely since changing the in-game graphics options still changes this file.
Scars have also disappeared.
