Im trying to romance Josephine but I have no idea how to get this quest started. I've done her other quest and when I talk to her I can ask to spend some time with her our break up and nothing else.
How to start An Unexpected Engagement quest?

do more missions and complete more zones (not nessisarily main storyline) and return later and then she will mention it. i think it has to do with power or influence (which you would have if you progressed in main story anyways but its not nessisary as far as i know.)
