I'll try to lay them out for you and you can decide:

 

1. Celene and Briala were lovers once. Briala was put in a position where she had to decide between helping her people and helping Celene. At that point however, it was made clear that Celene put her empire's well-being before the well-being of the elves, so Briala and Celene separated.

 

2. Gaspard is an honorable man, despite looking power-hungry. He respects his soldiers and the Chevaliers, and they respect him back. However, it is implied that he has a desire to make Orlais the most powerful empire via war and conquering - Ferelden.

 

3. Briala has a lot of Eluvians at her disposal. She holds the key to opening Eluvians that can lead to anywhere, which is why they say she has a massive spy network and has caused troubles for both armies.

 

4. Celene is a master of the game, and does desire peace and stability. The only thing she and Briala has beef over is the status of the elves. In Celene's version of stability, Orlais is a cultural marvel, but the elves stay the same - poor, second class citizens.

 

 

I would say having them all work together is the worst possible ending, given that these 3 would never work together, therefore nothing would ever get done fully. One would always foil the other one's plan, and so on. Gaspard has the military, but Celene has all the noble houses.

 

I say Celene rules because she's been doing this for years and she's good at keeping the nobles at bay. Have Briala and Celene make up. I'd like to believe that with the threat Briala poses, this may finally push Celene to do something for the elves of Orlais. Celene rules and Briala has some pull. It all works out.

 

Except Gaspard would die in this ending.

 

It really depends on what "country" you prefer.  If you like Orlais, Gaspard or Celene+Briala are your best choices...they make for the strongest Orlais.  Gaspard makes for an Orlais that is at war with Fereldan while Celene+Briala makes for an Orlais that is culturally strong without the infighting that has rocked the country (Elves vs. Humans, Military vs. Culture, Gaspard vs. Celene, etc.)

 

If, on the other hand, you're partial to Fereldan a strong Orlais is not in your best interest.  Forcing the 3 rulers to work together is a good Fereldan ending because it pretty much brings Orlais to it's knees.

 

If you have sympathies for both countries (Fereldan and Orlais) leaving Celene in charge is probably the best option.  Orlais gets slightly more powerful under a single ruler, but that ruler is only interested in peace and growth of Orlais culture leaving Fereldan to live it's own "life" so to speak.

Did you talk to both of them after acquiring the locket? Letting Briala know Celene held on to her locket and telling Celene about her feelings for Briala is needed for that ending to be successful.

 

Speak with Celene's three servants and Briala herself in the grand ballroom after having danced with Florianne.

 

 

The first option you're suggesting would never work. You don't have enough Halla statues to do that.

Celene's Private Room - 5 Halla (blackmail secrets); Guest Garden Door - 3 Halla (Caprice coins); Second Floor Door - 3 Halla (make up locket).

You would already need 11 Halla statues, not counting the one extra you need to proceed the story. So 12 Halla statues and there are only 11 in game.

 

As for your second option, that one should work. Only use your statues to open Celene's Private room, the second floor door and the mandatory one.

 

Now a question of my own. Maybe I remember this wrong but didn't  Celene's Private Bedroom also have a Caprice coin in it and not just a secret?

 

Yes, Unfortunately Celene's room is required for BOTH the coin and secrets quests.  That said to complete Coins you are required to open the door to the lower Gardens (3 Halla) as well...meaning that Coins/Secrets costs you 8 of your 11 Halla to complete.  This leaves only 3 Halla available for anything else...and one of those is required to open the door in the upper garden to proceed.

 

And I finally tested this:  Opening the door in the upper gardens IS required to complete the story line.  You CANNOT save that statue by not opening the door in the upper gardens...the quest will not progress till both that door and the library door have been opened and you've obtained both the document in the door to the left and read what's in the secret room in the Library.

 

It's either Coins/Secrets or Celene+Briala, you CANNOT get both.  That said you CAN get Secrets & Celene+Briala, you just can't get coins.

If this is true I may just give up on my Celene/Briala quest and force everyone to work together for me - is this tied to a specific dialogue choice, though?

i don't think it the best ending, Gaskard or Gasbard or what ever hes name is will start plotting again after this crisis is over, ending epilogue said that he plots hes return & i did that all work together, he wont stop trying to get the throne from Celene, but if Celene & Briala make up, with both of them it mite be better outcome

not sure if my court approval did me in but i had blackmail for all three and the dialogue option "you're all at fault" (or something) but the empress just dismissed it and only gave me choice between briala and gaspard. I ended up with briala getting exiled and gaspard executed. Do you have any tips on court approval or what to say during the dance with the assassin to get it up?

 

This has got to be the most annoying part of the game. Good work on the guide.

 

also reading the epilogue outcomes i like celene and briala reuniting. Too bad about the loot glitch though

u need to u get a lot of evidence, that blackmail mission must be at least 20/30, i had it that far, at first area u don't need to open that door, so u save few hala statues, u need to find Celene's room where Gabard's soldier is tied up in her bed, she did it cause she wanted blackmail material, & few other stuff more, u need to look under awry stone (figure of speech), but Celene's room is crucial, also listen in people talking as often as possible

And no, you can't save Gaspard and allow Briala and Celene to make up, the options are mutually exclusive.

Awesome thread, thanks everyone. 

 

Some additional tidbits of information regarding the approval system:

 

1. if you play as a Qunari, you start off with 20 points less approval. If I recall correctly that means you start off with 30 rather than 50 (out of 100) .

 

2. You can have a conversation with one of the lords who says he is being harassed by Gaspard. If you reply with something 'obvious' like 'is it because he is threatening to kill you', you will get 10-20 points deducted.

 

3. There are some guards standing in front of an end of a corridor which looks messy (under renovation, etc). The guard will say that this area is under construction. If you ask them the same question again your approval will drop 10 points.

There's a small recurring typo I've noticed: Sera's name is spelled with an e and an a, not two a's (i.e. Sera and not Sara).

Thanks for the correction, I've updated all 35 places in the text (I think that was the number) where I misspelled Sara...er, Sera's Name. :)

So, I played as a Dalish elf, and I believe I started off with a disadvantage but I managed to get Belle of the Ball with ease at 97 approval (I lost those last three just getting to the main ballroom). The ending got kind of messed up compared to what I wanted originally, but I managed to make the best of it by forcing an alliance between all three, telling them that they're all at fault and basically I outplayed all of them despite all their machinations.

 

I DID get the Mask of the Grand Duchess and the Mask of Chalons, presumably through exposing Florianne, so the notion that this option yields no rewards is wrong. (One reason I was hesitating to go through with this, but you DO get these two.)

 

For future reference, if anyone makes the same mistakes as I did - I talked to Briala first about her lingering feelings towards Celene since I met her right after I found the locket. Thus, when I spoke to Celene and tried reminding her of those feelings (choosing top dialogue options as recommended), Briala did not appear on the balcony for me the way she's supposed to, thus the best ending I could get (after dozens of agonizingly long replays of the very end since I didn't have a save from the beginning I could return to) was that Briala was exiled and Celene ruled on. Gaspard was executed, of course. I was waiting for Briala to speak up or something to happen, but it never came, and I didn't want Gaspard as the ruler, so I ended up choosing the force them to work together option on the last attempt at a replay, and actually I'm reasonably satisfied with it.

 

I'd still like to get the Briala/Celene ending in my next playthrough, though. More rewards and better suited to the world vision I had in mind. (If I can make myself believe that my next playthrough isn't going to turn out being much more dull or alternatively equally heartbreaking, which might just kill me. I'm going to bury myself in work now.)

Briala rules through Gaspard
"Consider the mighty Empire of Orlais, where Gaspard has ascended to the golden throne."
"His rule continues only so long as he bows to the will of Briala - the first elf to be granted titles and land."
"Soon, new rights are granted to elves throughout the land. Plans are made to tear down alienage walls."
"The emperor chafes under her command, but can do nothing - even as an alliance of nobles considers open rebellion."
Peace negotiated (Inquisitor is an elf) 
"They hesitate only because they fear the alliance between Briala and the elven Inquisitor."
"The icy reception awaiting the Inquisition at court is telling, however. It seems only a matter of time."

In all my playtroughs in wich i put Gaspard under Briala's thumb i got "And perhaps because they yet respect the inquisition. For the moment the empire remains at peace" (or something like that) instead of the icy reception line. What they have in common are the folowing:

-elven inquisitor

-98/99 approval

-in 1 of them i'm sure i did the peace negotiations, not sure about the other

So i think that line is tied with the court approval

I hate this quest. I want a happy ending but don't want to kill or exile anyone.

 

My game is on hold till I think about this or bioware patches this

Sorry if this is an extremely dumb question but - the guide has the exact same path to get the ending where Gaspard rules and where Briala rules through Gaspard.  Surely at some point you need to make a different choice, at the very least a different conversational option?  Can someone tell me at what point the Briala ending differs from the Gaspard ending?

So first, big thanks is in order! This is the most comprehensive guide out there and it really helped me understand what I needed to do for the least amount of time wasted and completion of this mission. I wish I had found it when I started, but alas, I did not look it up until I was already about halfway done. As such I had already wasted some of my statues and could not open one of the treasure doors at the very end.

However, I wanted to see whether or not I ended up getting the bug the ending. According to what I read here if you use the over 85 approval rating and have Florianne arrested, put Celine on the throne, and have Gaspard executed you should end up with the masks of the Empress, ambassador, grand duchess, Chalons, and Valmont.

I did just that, but did not reunite the Empress and Brialla as I feared having a glitched ending. I basically did all of the conversation choices as if that was my goal, i.e. I had made both the Empress and Brialla aware that I had found the locket, but at the very end I only said that Gaspard was guilty and not that Briella helped.

I ended up getting all the masks except for the mask of the ambassador. Did I do something wrong, or was it behind the treasure door, or did I end up with a glitch still?

EDIT: not that it should matter but my character is a female human noble with Cullen as a love interest.

I'd like to know this too. My game is still stalled because of this quest.  I'm super conflicted.  I don't want to kill anyone. Technically my hero is a rogue but he's on the up and up when he can afford to be. I want the best possible outcome.

 

I'd like to help the Elves but I don't want to remove Brialia or Gasspard as they would both be very helpful to Orlaise. Brialia with her political tact and Gasspard with his military prowess.

 

So they all need to suck it up and work together so everyone can prosper.

I find forcing them to cooperate the worst possible outcome. Both Gaspard and Briala still have a bone to pick with Celene in the end. The epilogue goes somewhere along the line of:

"Gaspard has learned his lesson and will be more careful while usurping the throne. While Briala, still unhappy with how the elves are treated, will gather elven forces against Celene."

 

So even by force you just can't reconcile the three of them. There is too much bad blood between them.

 

The real happy do-gooder ending would be to reunite Briala and Celene. Gaspard will be executed and thus can't take Celene's crown. Briala will be raised to the nobility class thanks to Celene and can (try to) make a change for elves throughout Orlais. That Briala and Celene are happily reunited is an added bonus.

 

tl;dr Gaspard is and will still be power hungry; Briala wants to help the elves if so through force.

thats so cruel. Are people really ok with executing Gaspard like that. Heck he should have been king the man was next in line. The man can still be useful militarily.  Feels so wrong to execute him. He didn't do anything worse than the others.

True, he's sort of the Orlesian Cullen. But if you talk to him and ask him what his policy would be he implies to expand the Orlesian empire. (Like in ye olden days)

 

So if you would like to keep the peace between Ferelden and Orlais...

sigh I'm just not going to be able to feel good about this. On one side you've got the greater good of Orlaise and the Elves on the other side I'm  sentencing a dude to death who deserves it no more than the others

Forcing the three to work together basically just puts everything on hold until Corypheus is dealt with. It's a good option if you're playing an Inquisitor who doesn't like mucking about in the politics of sovereign nations and doesn't want to set interventionist precedents, but it's arguably the worst outcome for Orlais.

 

Everyone involved is corrupted by the political reality of Orlais. You probably couldn't get a "good guy" on the throne without killing off most of the nobility or starting a revolution. If it makes you feel better, you could convincingly argue that all three are bad enough to deserve dying. If Gaspard could be happy being a general instead of the Emperor, he wouldn't have started the civil war in the first place, since that's the position he had under Celene.

I've just found a way to have simultaneously:

- Celine and Briala reconciled

- the side quests (coins, secrets, RJ chests) completed.

However, it implies a bit of cheating, so, if you have something against that, please stop reading.

 

It seems that you can access the room with the elven locket without opening its door. It has an "unprotected" spot in the wall (right side of the door), through which you can "push" a party member inside and you can loot everything. Then you will have enough hallas  to open the Lower Garden Door and the one in the Royal Wing (with the tied up soldier).

My game didn't seem to recognize the "fraud" and everything worked fine.
