I'll try to lay them out for you and you can decide:
1. Celene and Briala were lovers once. Briala was put in a position where she had to decide between helping her people and helping Celene. At that point however, it was made clear that Celene put her empire's well-being before the well-being of the elves, so Briala and Celene separated.
2. Gaspard is an honorable man, despite looking power-hungry. He respects his soldiers and the Chevaliers, and they respect him back. However, it is implied that he has a desire to make Orlais the most powerful empire via war and conquering - Ferelden.
3. Briala has a lot of Eluvians at her disposal. She holds the key to opening Eluvians that can lead to anywhere, which is why they say she has a massive spy network and has caused troubles for both armies.
4. Celene is a master of the game, and does desire peace and stability. The only thing she and Briala has beef over is the status of the elves. In Celene's version of stability, Orlais is a cultural marvel, but the elves stay the same - poor, second class citizens.
I would say having them all work together is the worst possible ending, given that these 3 would never work together, therefore nothing would ever get done fully. One would always foil the other one's plan, and so on. Gaspard has the military, but Celene has all the noble houses.
I say Celene rules because she's been doing this for years and she's good at keeping the nobles at bay. Have Briala and Celene make up. I'd like to believe that with the threat Briala poses, this may finally push Celene to do something for the elves of Orlais. Celene rules and Briala has some pull. It all works out.
Except Gaspard would die in this ending.
It really depends on what "country" you prefer. If you like Orlais, Gaspard or Celene+Briala are your best choices...they make for the strongest Orlais. Gaspard makes for an Orlais that is at war with Fereldan while Celene+Briala makes for an Orlais that is culturally strong without the infighting that has rocked the country (Elves vs. Humans, Military vs. Culture, Gaspard vs. Celene, etc.)
If, on the other hand, you're partial to Fereldan a strong Orlais is not in your best interest. Forcing the 3 rulers to work together is a good Fereldan ending because it pretty much brings Orlais to it's knees.
If you have sympathies for both countries (Fereldan and Orlais) leaving Celene in charge is probably the best option. Orlais gets slightly more powerful under a single ruler, but that ruler is only interested in peace and growth of Orlais culture leaving Fereldan to live it's own "life" so to speak.
