It should be right next to the armor crafting station. It's just a small chest, identical to the one in Haven at the beginning of the game.
Note that you won't be able to interact with it unless there's something in it for you, and whether there is something in it for you depends on where you are in the story, since unlocking the better DLC schematics is linked to progression.
Where are you in the game? and do you have any other Dragon schematics available in your crafting menu?

I don't remember when the T2 and T3 items unlocked for me... best I can give you is T2 was before Wicked Eyes and Wicked Hearts, and T3 was after it.
