Is dragon loot random? For instance, if I save my game just before I fight a dragon and i'm not happy with the loot drop, would the loot be different if I reloaded my game and tried again??
How may times times can I respec my ability points?

i have no idea, i never put attention to those
About the second one as many times as you want but first is dollarbie and next ones are a bit more expesive
