Please make sure Cullen is back in the game with patch 3, thanks. As it has been mentioned on the forum before, doing Sera's companion quest right before Cullen's (a scout is in his room now, supposedly to tell me he went to Cassandra) causes a bug where he is no longer in the game. I dont have a save from back then so i am currently can't finish that particular quest.
I thought I was missing him, too because whenever I went to Cassandra, he wasn't there. I did eventually find them in the armory. I don't know if you tried there or not. The armory is where Cass seems to hang out during the cut scenes.
No such luck. Thing is there is a scout at his place but i have never been able to interact with her. It's a bug because of Sera's companion quest where you must make a prank on Cullen.
It's a bug and Bioware would rather fix his hair in cutscenes than to fix this bug apparently...
