Bioware is really good at leaving things up for headcannon, while still making a whole story. So basically your reason for being there at the right time is your own. Like finding the toilet.

I guess it's up to you. Since I made a my character an explorer/relic hunter of sorts, and he couldn't get an audience with the Divine earlier, he thought he could be sneaky by seeing her in private to show her something. Unfortunately, he stumbled into an even older artifact.

My favorite Dwarf story is he/she smuggled lyrium  into the conclave after all he/she is a gang member.

 

Tidus or Camin was among the guards sent to protect the Keeper's second or if they are mages then they are the second.

Four family "agents" were active at the time of the conclave.

 

Clan Lavellan sent a spy to observe the proceedings.

Noble houshold Trevelyan sent a representative to make thier interests heard.

Adaar was present as a neutral form of security.

Cadash was there to maintain economic ties/observe the situation.

 

Of these four families, regardless of race and class, one chances upon the Divine based on what the player chooses in character creation. The rest die in the explosion.

 

But as for why it has to be one of these four agents that chance upon the Divine? That, I believe, is left up to individual headcanon. They gave you the reason why you were at the conclave in the first place, and the general history of your family. The rest is up to you.

Part of it is with the divine providence point. They can more easily sell that it was the result of fortuitous divine intervention of they cover it up. Even the memories you recover don't line up perfectly with what you experience, leaving a bit of room for the "Maker works in mysterious, crazy and often self-defeating ways" argument.
