So, I've been in Skyhold ever since probably the 20th. I currently have about 150 hours logged in to the game - and I could swear that this merchant was never in Skyhold before. He only showed up today. If anyone is unsure of what I'm talking about; he sells trade contracts, it seems, and he's directly across from Bonny Sims (previously the only merchant I had in Skyhold)
Is this guy unlocked by a specific quest? (I've finished all of the major ones a while ago, and am really only doing clean-up now, going for a completionist playthrough) Or was he supposed to always be in Skyhold, and he only is showing up now in my game because I downloaded the patch? o0 Because I don't remember seeing anything in the patch notes regarding him, and I am 99.99% positive he's never shown up here before...
