I found Lord Berand and recruited him with my first two characters but with the third,

Berand is not with Speaker Anais' people and the marker for the quest is not in the

Winterwatch Tower but out in front of the stairway tower in front of Winterwatch Tower,

and Berand is not there.

 

Can I fix this with a console command?

Having this same problem- hoping someone knows how to address this.

 

Update: This fixed itself the next time I played the game.
