Ok, I need help in the Winter Palace....

Got blackmail info on Briala, but I'm 2 halla short to unlock the other door, and the other door in the area is locked on the other side, so, I can't get anything on Gaspard.

There's only 11 hallas and the doors require something like 20 of them total, meaning there's not enough hallas to open all the doors. You'll need to reload from the beginning and choose carefully which doors you want to open if you want blackmail on all three.

Ok, but one door upstairs sounds like there's a rift behind it, and I can't open it, says its locked from the other side.

In order to get all blackmail evidence you need to unlock the door in the servants quarters where you get the necklace, unlock Celene's bed chamber in the royal wing (it's near where you come in), and get Gaspard's orders from the trophy room. Doing these things means you can't unlock any other doors (apart from the one in the first area), and thus give up on some good loot in the royal wing.

 

Ending wise blackmailing all three of them doesn't even give you the best epilogue. They enter into a sort of cold war with each other, and the epilogue says it looks like renewed war is inevitable.

 

There are three "good" endings (Orlais is stable, war seems unlikely):

1) Celene is empress and the other two are dead.

2) Gaspard is emperor and the other two are dead, and you did the Ferelden peace treaty war table mission after Halamshiral.

3) Celene and Briala reconcile (the peace is described as "shaky", and some nobles wonder how long they'll stay together).

 

In the other endings war looks to be inevitable. Another factor is how whoever's in charge views the Inquisition; if they like the Inquisition the epilogue says they use the alliance with them to bolster their rule. I assume that factor is dependent on how high your court approval was.

So, wait, how do you get the elven locket thingie to reunite Celene and Briala? I'm on my second playthough right now and want to make sure that happens.

The locket you need to get in the first big area you have to explore (after the cutscenes where you meet Morrigan). It's just behind a locked Halla door in that area. You grab it, then talk to Celene and Briala about it after the Florianne dance.
