I have have Patch 2, I cant recruit him because he is bugged and I cant speak to him. I want to recruit him as an agent! I've tried restarting my game and computer, tried switching party members, nothing works.
Can't talk to Sky Watcher!

It's a known bug, and I don't think it's been patched. However you don't miss much recruiting him just gives a small bonus to one of your advisors mission times. I missed two agents in my game, Anais who I sent to help the refugees, and Ritts because I didn't have Varric with me, it's not that big a deal.

I suppose I have no choice, but to skip it (who knows when they will fix it and I cant leave the zone, otherwise he disappears for good). I'm just sad by the fact that I have a choice in recruiting him, but I cant because of a bug (though not a total loss). Bleh.

I have the same problem. I beat the Avvar leader and as I was walking out, I see the Sky Watcher by the entrance so I decided to do a little RP and walk up to him with my Inquisitor's shield raised like I didn't trust him but that ended making the option to initiate conversation with him impossible so now I can only press X to speak to him but nothing happens. Strangely, he doesn't disappear if I leave the area. He stays there with an exclamation mark on the map. However he does disappear if I journey to Haven. Kinda sucks that this is a glitch since I apparently missed quite a few agents already. At least this isn't my canon run so I'm not too annoyed.

Okay so after multiple attempts I think I figured it out... after you set the captives free and he spawns in don't run up and talk to him. Once you get close enough he will start talking and a dialogue option will appear and you can recruit him. Hope it helps...

For those who may have this issue, I figured out how to do this. Walk slowly to him, and he will start the conversation. Once he is done, the choice wheel will show up, but be grayed out. Walk close to him and hit the chat button (x for ps4), and it will allow you to make the choice.
