Like the title asks, is it? Cause I just did a playthrough where Alistair wasn't exactly fond of my Cousland for marrying Anora and getting "kicked out", so I wondered if finding Goldanna = hardened state for the Keep. That or the import misread that Alistair went back to the Wardens and thought I exiled him (does he go back to the Wardens anyway?).
If that's true and not encountering Goldanna is the only way to keep Alistair more goofy than that's a little off IMO. There was dialogue to meet Goldanna and not have Alistair turn all serious about being King.
