I really want to get the schematic for the Masterwork Archon Staff but somehow, as I was following along the guide for the Iron Bull War Table mission chain, after completing "Find Spies in Skyhold", the next one (i.e. Track Spies in Val Royeaux) never appeared for me. Anyone facing the same issue? Any help or advice will be greatly appreciated, thanks!

It didn't appear for me either. And I didn't get Dorian's quest.
Neither did i. Kind of annoying-i think there are a few companion quests that just are not popping, even though I seem to be really friendly with all my companions, and have no other way to elevate it at this late stage of the game.
If it's a matter of approval hunting, you could always take Iron Bull out to kill some dragons. 
Increase his approval (or progress the story further) and then his map operations become available
However, there is a particular quest that can COMPLETELY cancel all his remaining war table operations, depending on your choice IN THAT QUEST..
I cant mention what quest that is.. for spoiler reasons 
IB is my LI and I have never gotten that quest.
You have to use Leliana for "Find Spies in Skyhold". Using anyone else will result in the war table mission chain ending.
