I saw him yesterday (on PC) and I've seen pix of him in other threads. I guess he's a joke character. He's talking to himself about the weird sounds he's hearing. Too much lyrium maybe?

He/she does have a female body too. Did you see what his/her lips do when he/she hums for the first time? Watch from the side. 
I do have an urge to level those characters up.

LL was waiting for his character to level up twice or thrice before getting the skills he needs for his build. He was already OP at that point because of his weapons and armours, I believe.

If this is supposed to be a joke and not a glitch...I would still want it gone. It's frightening. Makes me scared to explore that area. Sorry, but it's freaky.
