That's the one slide that I will always put my fingers in my ear and say la-la-la during. It is a seriously unfair representation, I mean, I certainly didn't use Cullen the most, and even if I did, why did it need to sound so nefarious???

I got the Secrets epilogue ("It has eyes and ears in every hall. No secrets are beyond its reach, and that knowledge has become the source of its power.") and I just went back and checked my perks and here's what I had:
Forces: 4 perks and 6 agents, for a total of 10
Secrets: 5 perks and 6 agents, for a total of 11
Connections: 2 perks and 4 agents for a total of 6
Inquisition: 5 perks and 1 agent for a total of 6
So I did have the most in Secrets. I think Blackwall gave me the Secrets dialogue too. I'm not sure what my breakdown was for who I used the most during war table missions but I'm pretty sure I used Connections the most.

I feel like it's based on number of water table missions done - the problem is it seems to count the repeatable resource gather missions, on my first play through I used Josephine for the majority of *actual* missions but because Cullen had done so many resource gather missions I got the forces ending.

It's not perks/agents alone, at least not if they're weighed equally. I had more perks/agents in Connections than anything else (10 combined, 6 actual perks, 4 agents), 8 (3 perks, 5 agents) and 8(3 perks, 5 agents) in Forces and Secrets but got Forces in my ending. The same thing happened even when I used my remaining influence (just enough to bring them all up to 10 but still got Forces in my ending. I speculated it was due to repeated use of Cullen for metal collection throughout the game. I decided to put this to the test by repeatedly collecting with Josephine and Leiliana repeatedly and then only with Josephine for about 3-4 hours IRL. I was able to change my ending to Connections. (interestingly, Blackwall still gave the "Forces" line when asked about the inquisition prior to the ending...)
Does anyone know if there's a 4th ending if all 3 are equal in use? I may try to get this to happen but it will be very tedious to track when my ending switches so I can change my collection agent.

Resurrecting this thread (for a second time...) for people still wondering, since I have definitive info now based on experience for speed-running several play-throughs.
It is based off the number of operations you complete with them.
Previously I always got secrets, but in hindsight it is because I always did instant ops (such as CE mounts, or Dagna) with Leliana since she was in the centre. Once I started deliberately using Cullen (and in another save, Josie) instead, I managed a save with Forces epilogue, and another with Diplomat epllogue, even though I had the most agents/perks in Secrets in both play-throughs.
You can also check your current affinity talking to Blackwall and/or Morrigan by asking them about the Inquisition.
Dip: Inq is everyone's best friend, web of influence.
Sec: Watching over their shoulder, lots of info.
Frc: Mobilise army to shake the world, none would stand

Thanks for this! I was wondering if there way to gauge where I was at and this may help.
I've been trying to get an ending where I was balanced in all three. According to wiki Morrigan will say this at the end if balanced...
Balanced
It trades in secrets as easily as it does favors. Its military might is feared, and its power is without question.
I have played at least 4 full playthroughs where I have painstakingly used all 3 advisors every time I did war table missions(if there was only one or two new missions I'd do a collect resources/gold for the other advisor(s) in place). I have not gotten it yet. And it's frustrated me to no end.

I hope it's not really an exact number of war table missions for each. I was pretty sure I did 3 every time and then I was thinking oh crap I didn't count some of the quick zero time missions like the exotic mounts and then the there are the Main missions like "In Your Heart Shall Burn" was a Cullen mission and "Visit the Clerics in Val Royeaux" was a Josie mission. I bet I'm overthinking it and it is actually a lot simpler. I feel like another playthrough I will seriously create a spreadsheet for the 3 advisors and list all the war table missions done for each of them.
I thought it had to do with perks as well and I was balancing my perks which was annoying considering the agents you pick up. There are only a few that you can set as an agent for one of the advisors. I'd be like damn you Speaker Anais I should've chosen you to listen for info(secrets) and go back in a playthrough.

Honestly if what Seifield (above you) say is true - and I have no reason to doubt that it is - I don't think the balanced ending is attainable. I have heard that it is possible, but have yet to see video of it, or someone claim they got it, or instructions... etc. I think that line might have been datamined, or the 'everyone's equal' ending was mentioned in the outdated guidebook.

I'm currently on a quest to see if i can get the balanced ending. I have a save point right before Doom and bascially I plan on speedrunning the final boss until I get the results I want doing wartable estimates beforehand.
At first, without manipulating, I got the forces inquisition. I then sat down and did 20 wartable missions with Leliana and Josephine and I ended up with the Connections ending. I went back and did 10 wartable missions with Leliana and Cullen and then I ended up with the Secret's epilogue. Now I'm gonna do 5 wartable missions with Josephine and Cullen and see what I get.
I set the difficulty to casual (to speed up the process, I usually just play on Normal) and I'm at level 24 so I cut through the final stretch of the game in around 6-8 minutes each run including cutscenes that i spam square (playing ps4) for. I'll let you guys know if I can get anything and I'll try to screenshot for proof if I do end up getting it.

Update: I've just been informed that the balanced epilogue is unobtainable. The voice files exist but for some reason it's cut off from the flags, causing it not to trigger. If all three Advisors have the same amount of points, the Secrets ending will play. This information comes to me from a PC gamer who used console commands to set all the advisors to the same number of points.

This system is rather silly. I mean if you don't leave your advisors idle it's essentially random. Except that the advisor you send on the big important missions will be used in fewer missions because sometimes they'll still be busy.

Time for wartable missions was never a problem for me because on the ps4 you can just pause the game, go into the ps4 menu, advance time, return to the game and the missions are done depending on how much you advanced the time on your ps4 system. I assume that PC has a similar function along with other systems.

In my playthrough, Cullen has 5 Perks and 6 Agents, Leliana has 3 Perks and 6 Agents and Josephine has 5 Perks and 5 agents. Ah, i see, I exposed Floriene's plot and probably sentanced her to death instead of recruiting her, even though she doesn't actually appear in the Perk List or affect completion times. There should be 24 total (Including DLC) but only 23 accessible in any given play through because two are mutually exclusive and one of them is in the "Inquisition" category so that 22 between the 3 of them, amounting to a possible 6 each.
Anyway, my totals come to 11 for Cullen, 9 for Lelianna and 10 for Josephine. With 20 Perks and 22 Agents thats 42 points total so they should be able to have up to 14 each before taking missions into account.
Edit: No, I'm wrong. Even though the Influence cap is 20, You only get 18 Perks through influence alone. That... doesn't seem right. Let me list the perks I have.

Okay, looks like the grand total is actually 40, so you'd have to invest at least 2 (One Perk and the Stable Master) in "Inquisition to evenly distribute points among Cullen, Lelianna, and Josephine

Yeah, that does seem odd. It should be 19 - you start at rank 1, if I remember right. Though at least 18 is divisible by three.
