Weapon damage vs DPS - not making sense?

So I would assume that the relationship between weapon damage and dps would be pretty straightforward.... weapon damage * attack speed = DPS.

However, this doesn't seem to work. I've got a 1-handed mace with 88 damage and 175 dps... and a 1-handed axe with 113 damage and 165 dps. So it would stand to reason that the mace must have a very fast attack speed to have an overall higher dps.

However, when I swing both weapons it APPEARS that they have exactly the same attack speed (at least as far as the animation goes).

So how does this make any sense?

Also, ability descriptions seem to indicate they're based on weapon damage, not dps. Is that correct?

Abilities are based on weapon damage, not DPS.

With weapon damage, I think it's calculated for the average DPS of the full attack pattern, which if I see correctly for most weapons is a 4 or 5 hit pattern, the last hit of which is stronger than the rest (mage's staff is a prime example having multiple bolts instead of a single)

Do BioWare games use the old RPG mechanics of dagger>sword>axe>mace with weapon speed?  Or is it just all weapons are the same speed, I never really thought about that.

I think OminousGiggle is right, it's based on the average of all the attacks before you reset and go through them again.
