Who has the most powerful military in Thedas?

Naval wise, I think the qunari reign supreme, their dreadnought and gaatlock weapons are too much for any force in Thedas to contend with. It took a combined force of bandits and raiders to form the Raiders of the waking sea. All of Thedas had to turn to a bunch of criminals and pirates just to avoid annihilation because none of these individual states themselves(or even collectively) had the ships themselves to challenge the Qunari.

 

Also, about Nevarra, there's a mini quest with Josephine in which both Nevarra and Tevinter ask for the Inquisition's assistance in helping with a land dispute between the two, Josephine recommends choosing to support Tevinter, and here's the why:

 

The current ruler of the nation is Markus Pentaghast, a old man of weak health and uncertain sanity.[12] His rule has been condemned by those who claim his Mortalitasi advisers are ruling through him, much as Ionas's did so long ago. Pentaghast and Van Markham relatives alike are vying to replace the old king, but some say it is time for the two ruling families to cede power to a new family. Ferdinand Pentaghast, younger brother of Markus, is the next in line to rule. However he is also old and has no interest in ruling, and neither brother have any known children. The future of the Pentaghast dynasty hangs in the balance.

Well that is a dynastic problem that could weaken the country but for now they are stable and the king still lives. It makes me remember of Morowind when my blade contact went to Cyrodil because the emperor was sick and dying and its sons could fight for the throne. But he got better his sons were killed before him with only one bastard living. Maybe the king of Nevarra will get better also.

I thought it's pretty much unquestionable that it's the Qunari?

 

Even Tevinter, according to IB anyways, was pretty much just a "Lol we're just playing around" for them.

Not even. What IB says, is typical bravado talk that all soldiers do, it doesn't reflect the nature of the 100 year war between Tevinter and the Qun, if you go in depth and talk to IB about his background he gives you the impression there is a lot more to the war than meets the eye.

Naval Forces - Most sophisticated and largest
Amphibious assault troops - largest number
Military Intelligence - best non magical spy network
 
Weak Points
Small number of mages
Great solo fighters, lack cohesion in tactical fights. 
Fewest Number of Allied nations
 
Tevinter
Strong points:
Best & most Mages
Large number of ground forces
Magic powered intel, it's almost like cheating
2000 years of tactical knowledge, best records, best strategies 
 
Weak Points:
Little or no Naval Power
Most ground forces are slaves
Weak ties to allied nations
 
Orlias
Strong points:
Best Calvary
Largest Freeman standing Army (until the civil war)
Home to the main Templar & Grey Wardens* Strongholds (until the Elder One)
Good sized Navy
Strongest Economy (you'd be shocked how important this is to any war effort.)
Has a good spy network
Best relationship with allied nations 
*(Southern GW, there is another Stronghold in the North)
 
Weak Points:
Just had a Civil War (depending on the Inquisitors choices this can have drastic effects)
Just had the Templars (destroyed, reorganized, or merged into the Inquisition) by the Player Character based on your choices
Just had the Grey Wardens (destroyed, reorganized, or merged into the Inquisition) by the Player Character based on your choices
The Inquisitor might have destroyed the economy based on choices
 
The rest of the Nations & City states:
Ferelden - nation of city states, not much of an actual standing force, but some of the best human warriors. Great Allies to independent nations, long held distrust of Orlias. (Could Allie with Tevinter, or other small nations, will support the Orliasan Divine over the Qun/Darkspawn in total war or Blight.)
 
Nevarra - Long and Proud history, mighty dragon slayers. Great Allies (Would ally with Orlias over both the Qunari and Tevinter, distrusts Tevinter)
 
Free Marches - Fiercely Independent (Would only fight to protect own lands, might help with a Blight)
 
Rivain - One of the few Qunari Allies
 
Antiva - Best Assassins, also fierce Capitalists (Will support the most profitable nation)
 
Orzammar - Not as strong as they once were, but the Dwarves have fought the Darkspawn the longest, they are some of the most seasoned warriors in Thedas
 
Anderfels - Home of the Northern Grey Wardens,loyal to the Grey Warden cause. Supposedly Neutral to all else.

And 
 
Darkspawn - Leaderless until an Archdemon steps up, or they evolve. When under an Archdemon they can threaten the whole world, with out leadership they mill around in the deep areas of Thedas looking for an Archdemon. (when Led the strongest and most difficult enemy of all life, when not led the Dwarves can keep them under control)

So basically the Qunari are dead locked with Tevinter in a 100 year war, Orlias is at the weakest they have ever been, and everyone else is a backup player in global story telling. 
 
The world is so ready for a Sixth Blight... I know only been 10 years since the 5th, that's why it's going to happen, the Big one with 2 Arch Demons!  :P
