Hi, everyone! I normally don't post anything around here, but I've been reading around and saw some possible fixes to some post-Patch 2 performance issues.
If you're experiencing hitching/stuttering/crashes that began occurring post-Patch 2, try:
1) Removing the 60 fps cutscene fix command if you're using it. I've seen at least a few players mention doing this and experiencing substantial improvements to the smoothness of their gameplay.
2) Ensuring that the Patch 2 graphics workaround has been removed in lieu of the hotfix. This command is no longer necessary after and can conflict with the hotfix, I believe.
These are unconfirmed, but I felt like it'd be nice to at least try to help some of you folks around here. I haven't been able to test any of these personally since I don't have access to the game.
Also, disabling the Origin overlay with the game (or any other overlays such as Fraps or with Steam) may increase the performance of your game. I believe this issue may have been present well before Patch 2, but overlays generally do not synergize well with this game (currently). You can display the FPS in-game and take screenshots just fine using a console command or the Print Screen key, respectively, without the use of overlays or third-party programs.
I hope this helps! If not, I am sure that BioWare is working hard to address these issues and hope that everything will be great in time.
