Today, I will take Sera and Solas to visit the Dalish Camp in the Exalted Plains.
I pray there will be lulz.
She's simply there to kick the Dalish while they are down because f*ck 'em.
She does remind me of minorities who have internalized racism against their race/culture/religion/gender/sex and so on. I have known plenty of people who, for whatever reason, seem to hate their own race. Growing up in the south, I saw it often with Latino and African descended people. Living in the dominant culture can warp someone's views of their own, without them even knowing it. Heck, I can sometimes see those traits within myself, and I strive to get away from that kind of thinking because it's so unhealthy.
I see her as having grown up in the dominant culture with little experience with people of her own background. Maybe she's been rejected by other elves because of her, as she puts it, "elfiness" isn't up to par according to other people. That negativity will stick around in the mind far more than any positive encounters. And with how absolutely abrasive she is, I can't imagine her encounters with those people proud of their heritage would go over well.
My Dalish Inquisitor was willing to give her a chance. He's proud of who and what he is, and the culture he was raised in, so both her and Solas rejecting elven culture (to different extents and for different reasons) really irks him.
It is entirely possible to be proud of one's heritage, and who they are as a person, without believing that other people, or outsiders, are inferior. Yeah, some Dalish do have that kind of attitude. The clan on Sundermount was like this, with the "true elf" stuff, and Fenris also criticized them for the attitude. He also clashed all the time with Merril over it. But, Fenris wasn't self-loathing (at least, not for being an elf, I am pretty sure he had some other personal issues beyond the obvious, however).
I think Sera assumes that, when a Dalish Inq mentions their pride for being a Dalish, that it automatically means the Inq also hates and looks down upon outsiders. You could play a Dalish Inq that way, but I don't. Clan Lavellan being progressive, comparitively, leads me to believe that that specific clan isn't full of a bunch of buttfaces who think they're better than everyone else.
Dalish aren't a homogenous group. They are diverse. Some are assholes about it. My Dalish Warden was for the first half of my game- a typical proud, better-than-thou human-hating hunter that Sera would have hated with a passion. My current Dalish Inq isn't like that at all, but it doesn't seem to be something that can be addressed in the game. I think too many people just assume that all Dalish must be like that. A lot of them are, maybe even the majority, but there are enough exceptions that people should realize that hating the entirety of Dalish culture is unproductive.
I suppose in the long run, I don't see her as specifically racist, but she does have some internalized bigotry.
Overall I think it is more self-hate than anything else, I am more interested to see what is going to happen to Sera when she passes her rebellious youngster phase.
My bet, is that Sera will be conforming to the system, she is half there with the Inquisition and her ideals. Unless something dramatic happens, she will be like those people that were in extreme left political parties doing **** but than when they got older, move on for a more center left ideology and sit all day with a lot of money.
I have the feeling Sera is currently Anonymous and occupy combined, with a dose of internalized self-hate growing up as the undesired minority amongst the majority population. Right now she despises the upper class, and tries to do things in support of the lower class. But in the long run, the big picture, her efforts are fruitless before she joined the inquisition. Sure you can screw over a nobleman or a dozen, but in the end another noble would still rule, and the Red Jennies still in the dirt.
Funny how now Sera is in a religious militant organization, full of mages and nobles and the upper class that she despises. But with these comes power. And before she knows it, she too is a powerful woman. I wonder what she would be, 10 years later, a predominant member of a vast network, and the very inner circle of the powerful Inquisition, which has hold over both politicians and the clergy. Combine all this with her current unwillingness to accept new things, she may very well turn into something unpleasant indeed.
By the end of the game, Cory was no longer my Inquisitor's worry. He was more worried about the monster he's helped create, the very Inquisition itself, with its share of zealots and psychopaths and power-hungry politicians and murderers and thugs. If the Wardens can fall from grace, what would happen should the very organization that is keeping peace in Orlairs and the chantry loses its way?
Not racist, misguided and ignorant. Put this into a real life situation:
You are a white person. You have never spoken to a black person, never been around black people, never seen any black people in your entire life. The news says Muslim Jihadists are blahblahblah. Immediately, you are going to be wary of everyone who looks like a Muslim, and not being racist here, is going to be most black people. You don't understand that not every black person is the same as the next. You don't know that Muslim's include white people. You are going to be ignorant whether you like it or not. This is not racism, it is misinformation.
This is the case with Sera. She hasn't got any good experiences with Elves, City or Dalish. So her opinion and attitude to Elves in general is ignorant. If she had been brought up by an Elvish woman instead of a human one, she would have a more diverse opinion because she would know that not all Elves are the same. All she knows of the Elves is a little bit about the race, their beliefs, what they are striving for but nothing about the actual people. In time, hopefully her opinion would change as she sees more of the world and the people that walk it.
It is more like a black person got adopted by white parents, grew up with white friends and neighbours, all of whom showed some distaste towards black population in degrees. The church she goes to praises the whites, and say all other skinned people are inferiors who turned away from god. Then this black person ventures into the world, and realizes others see only her skin, but not her upbringing. The other blacks won't accept her. The other whites views her as an inferior black. To distinguish herself, she gets very combative against black culture, which the people who raised her said/implied was bad.
I have seen cases like this in my real life friends. Some got better as they got older, and found people who accepted them for themselves. One girl never did.
Seeing as how Sera has her own groups to hang out with. The Red Jenny who just happens to compose of various races and people, she wouldn't have to face the idea of her being an elf since as long as she's a part of something else, it doesn't matter. I feel like you should be able to confront her on that instead of her silently hate you for siding with the elves.
No, if you choose the dwarf/qunari equivalents of "I'm an elf, but I'm here for everyone" upon becoming Inquisitor, she's fine but disapproves of the elf one.

Briala claims to be(and admittedly is) fighting for the little people, but her actions have lead to pain and suffering an death for those same people. Sera feels she should be held to account for all of that.

But yea, this is kind of the point of Sera's character. To paraphrase Mordin Solas, it can be hard to see the big picture over the piles of corpses.
I always coupled her dislike of the dalish specifically (always feel that she doesn't dislike city elves so much) because she sees their religion as demon worship (frankly a very real possibility at this point) which as we've seen she hates and fears unconditionally more than anything else.

Don't get me wrong, Sera's logic is broken. But it does exist and isn't at all difficult to dissect once you get a grasp of it.
All that being said, so far I've had playthroughs where I've put Celene in charge and have the three of them working together and afterwards at Skyhold, Sera's expressed verbal(though not mechanical) disapproval with all three of them. She understands that all three are horrible people who just 'punch down' and hurt the little guy. I think the writers just had her take special exception with Briala because so many fans go out of their way to make it seem like Briala's sh*t doesn't stink.
