I have never used it before but some people suggest it might be ok. Thoughts? Is it good as a last ditch survive a hit method?

Would be interested in this too. I play a rogue for a change now but ... this ability seems too focused on correct timing? That its nothing for me, I'd rather jump away or hit hard instead of parrying. Never worked for me anyway, maybe its only meant to work if you use a controller or something...

I like it. It's fun, because you need the right timing, and it's mainly useful against 2H enemies who hit even behind their back.

What Zenthar said. Also very useful vs dragons as well, or any enemy with a big wind-up, telegraphed attack. I also set it to 'preferred' in the A.I. menu to try and keep my rogue alive when I'm not using him; although my own results are still inconclusive.

I tried to use it on my main character and (unlike the warrior's parry) didn't get it to work. As others said, you have to time it properly. But it might be good for AI, I didn't try that.

It's "fun" and probably not altogether bad on AI.
The damage is nothing, no secondary effect, and the upgrade doesn't help at all. Maybe if it sundered, or stunned, or put enemies to sleep I'd see myself using it for more reasons than "it's a cool idea."

Are there better places to spend your points?
Yes.
In general, if you get hit as a DW rouge you play wrong, or not paying attention.

I dont like it at all, I dont think its good. Take it for fun factor only.
The thing with DW rogue is that if you are playing correctly, nobody attacks you in melée ever. You go into combat, burst and kill, and change target. Or you go in combat, burst, GTFO, and then repeat when you are ready. The only targets I have found I am not melting are those melée bruisers (guard enemies). If I am using a DW rogue, I am never in melée range of those unless they are CC'ed, due to AoE attacks.
I took parry, and then when I found out there was never an opportunity to use it, I realized I had wasted 1 point.
EDIT: Maybe for the AI companion, since they might use it efficiently, its good. They sure dont know when to GTFO
