Today (after the latest patch, I am up-to-date) Cullen spoke for Josephine when I assigned her to "Exalted Plains Ressources". It was completely his text, of course, not him speaking her text.
I never had that before the patches.
Yes, I can confirm that I have also found this to be the case. When assigning missions to agents on the war table, very often the wrong voice confirms the mission.
That's been happening to me too, since the patch.
