Just curious as the powder seems superior as it is a non spec skill and has an area of effect.

Both have area of effect, but knockout powder is a cone spray, while the bomb from assassination is a circle.

 

Range on knockout powder is small while you can toss the grenade from almost max range (and it doesn't break stealth either).

 

The main difference is that powder can be upgraded to last 20s, while bomb is 10s fixed.

Powder does not break stealth either.

 

Also, I would mention that each have different upgrade effects on them. Powder's upgrade makes enemies take longer to wake up (tool tip says 3 seconds), but I think this is bugged because they wake up almost like normal to me. You should test this yourself to see if it is worth a point for you.

 

Bomb's upgrade tooltip says sleeping enemies will take higher flanking damage while asleep. I have not invested any points in this one, so I can not say if it is worth it myself.
