I managed to get everything but the Blackstorm Rifle. The thing from Gamestop says there should be a message in Shepard's private terminal, but i don't see anything. is this a glitch or do you not get everything until a certain point?

Pardon my tone, but is this a serious question? It's just the thread is a year old and unconnected with what you are asking, hence it seems like a very strange place to ask your question.
XBox Live marketplace is pretty much self explanatory. You purchase something with Microsoft XBox Live points and are given the choice to download it. The process couldn't be simpler.

While this is not the correct thread for that question, what system are you playing on? PC, PS3, or Xbox Live? I noticed that you do not have a Gamertag or PSN ID attached to your account, so I would assume PC.
To download content, you go to Your registered game content under Profile after logging in to http://social.bioware.com. Find the content you are wanting to download/install and click More Info-PC. This will give you the link to download and install the DLC.
If you are indeed on Xbox 360, you need to link your Gamertag to your EA/BioWare account or you will not be able to receive your DLC in-game. Here's an FAQ on how to link Gamertags/PSN IDs/classic EA Screen Names:

I don't know whether you've had further correspondence with EA_AgentX, but on here you seem to be not answering some basic questions which would help clarify things for people attempting to help you. I, for one, am not even sure what platform you are using as the 360 version is pretty much a no-brainer; the PC version is a different kettle of fish though (in which case you are on the wrong boards; and RaenImrahl has a ton of info for common fixes over at the PC boards).
Scroll up the page, go to the 'Game' tab and select Dragon Age: Origins. Select the patch you want to apply and follow the instructions.

its 11:53 EASTern time here i been calling for past hour phone says their closed from 7am-7pm PST and for online help go to support.em.comforward/chat and the site dont work for me cant get into it... when are they gona pick up the damn phone i want my DLC to work that i payed for. P.S. and no its not showing in the Your registered game content it came with my Cerberus Network it was 1 of 5 DLC's that only dosnt work or show up "Your Registered game content" but it does say its included in Cerberus Network when i start my game MS2 and log in to my account the DLC is Alternate Appearance Pack 2 (Tali, Grunt, Miranda) someone please help me out if you can. thank you

With respect to contacting EA support by phone there's nothing we can do for you; you'll just have to wait for their opening hours to resume contact (and yes, I have no ideas about the time differences in the States).
One would also presume that the LiveChat option for support would also have no-one there if it is an actual person at the other end rather than some sort of bot. Again, this may need to be accessed at the right time of day; again not much we can do for you here and you'll have to be patient in that respect.
It's not entirely clear what dlc you're referring to with respect to the Cerberus Network. Not all the dlcs are available at the beginning of the game, they appear later. In which case you'll need to play the game until you are granted access to them.
I will mention that not necessarily all purchased content shows up on the my registered game promos tab; I still have things missing from that I believe. It doesn't prevent you from using them though, at least not in my case.
I can't figure out what it is about the Alternative Appearance pack you mentioned, you'll have to clarify. I don't have it myself, but I think you have to gain the squadmate's loyalty before you can use. I could be wrong on that however.
