Is there a way to progress the romance with Josephine further than the romantic rendezvous where you kiss and hold hands in the garden?

Advance the main story line, you'll eventually get another quest.

ahh,, good, trying to farm up some gold I want to buy all the power/influence scrolls plus get all the buyable recipes/patterns before I finish this bit. Only patterns I lack are at the vendor out in Hissing Waste.

There is no reason to buy all the power/influence scrolls.  Inquisition level caps at 20.

 

I did a full clear of all zones except Hissing Wastes before I moved the main story forward.  I only had to buy the cheapest scrolls, the second cheapest and some of the second most expensive scrolls to get capped perks.  Buy the cheaper scrolls first since they have the best Gold > Influence ratio.

 

I still spent more on scrolls than I had to since I'm still doing things that SHOULD get me influence but don't anymore because I'm capped.

its a very romantic cutscene after the next personal quest...but is that it? After this its back to a the quick rendezvous at the garden. Wish they at least changed the cutscene after getting in deep relationship. 

 

so is deep relationship = permanent? I dont see any breakup option any more.
